Members see increase in power cost adjustment
After several years of a stable Power Cost Adjustment (PCA) on electric bills, Jo-Carroll Energy’s PCA factor will rise starting with May bills, issued on or after May 11, due to an annual “true-up” for wholesale power costs from one of our former power suppliers.
Your monthly bill will increase about $3.75 per 1000 kilowatt hours (kWh) used. The PCA for May 2018 and through the next 12 months (ending June 7, 2019) is anticipated to appear on your bill at 0.00375.
This increase is due to a true-up charge from our former power provider for the power purchased in 2017. Throughout the year we are billed by the power provider based on prior year costs. Once actual costs are determined, the amount paid is trued up. In 2017 costs increased so that the co-op owes the power provider. Increasing the PCA allows the co-op to recover the true-up.
We had not experienced a positive true-up for three years. This is the first time since 2015 the PCA has been positive; it has been at -0.00001 in recent months.
What is the PCA
The PCA is an adjustment on Jo-Carroll Energy electric bills that can go up or down depending on the cost of power each month. The PCA is expressed in a dollars per kWh format. The rate is determined by calculating the power cost per kWh on the monthly bill received from the cooperative's power providers. The PCA is determined by how much the monthly power cost per kWh is above or below an anticipated power cost.

Ways to save on your energy bills
If you’re looking for ways to save on your energy bill, Jo-Carroll Energy provides many energy-saving resources. For example, you can enroll in our load managment program, a strategy utilized by one of our wholesale power providers, Dairyland Power Cooperative, to automatically shift electricity use and reduce demand. As part of the program, a load management receiver is installed on eligible electric appliances, such as water heaters or (in the winter) electric heat units that will curtail electricity to the appliance during a load control event. Members may be eligible for a reduced, off-peak electricity rate or bill credit if they participate.
Speaking of participation, you can help us do the Summer Shift. When you do the Summer Shift, you help Jo-Carroll Energy maintain affordable electricity rates. As temperatures rise, so does the demand for electricity. By taking a walk, waiting to do laundry, turning up your thermostat a few degrees between 11 a.m. and 7 p.m., you are doing the Summer Shift!

Ways to manage your energy bills
Jo-Carroll Energy offers several programs to help you manage your monthly energy bills. Sign up for budget or levelized. Budget billing allows you to pay the same amount each month, based on your previous 12 months of service. Your payments are recalculated each spring and fall to determine if your payment needs to be adjusted. Levelized billing uses a “rolling average”, and your amount due will vary from month to month.
With levelized billing, your monthly electric bill becomes a "rolling average" of your use for the most recent 12 months. For example, this month's bill would be the average use of the previous 11 months, plus the current month. By averaging your changes in use over a 12-month period, your bill will remain fairly consistent every month, even in very cold or hot months when use may be unusually high.
